All services at UPC Regenerative Medicine are on a cash-pay basis only. We do not bill Medicare, Medi-Cal, or any private insurance. Patients on government health plans (Medicare, Medi-Cal, Medicaid) are welcome but must pay entirely out-of-pocket. No claims will be submitted on your behalf.

Telemedicine & Privacy

All video consultations use end-to-end encrypted transmission via doxy.me. No video is recorded or stored without your explicit consent. Our physician is the only individual present during your visit unless you invite another person. Your conversation is private and protected under the same legal standards as an in-person office visit. You have the right to decline telemedicine and request an in-person consultation at any time.

Scheduling Platform Privacy

We use Acuity Scheduling to manage appointments. Acuity is a HIPAA-compliant scheduling platform that signs a Business Associate Agreement with healthcare providers. Information you enter when booking is encrypted in transit and at rest, and is accessible only to our authorized staff. Acuity does not sell or share your personal information with third parties for marketing.

HIPAA Complaint Contact

If you believe your HIPAA rights have been violated, you may file a complaint with our Privacy Officer at (951) 784-7111 or by writing to our office. You may also file a complaint with the U.S. Department of Health & Human Services Office for Civil Rights at hhs.gov/ocr or by calling 1-800-368-1019. We will never retaliate against any patient for filing a complaint.

Telemedicine Consent & Limitations

By booking a telemedicine consultation with UPC Regenerative Medicine, you consent to receive medical services via synchronous video technology (doxy.me). You understand that telemedicine is not a substitute for in-person emergency care and that certain diagnoses, physical examinations, and treatments require an in-person visit. In the event of a medical emergency, call 911 or go to your nearest emergency room immediately. You retain the right to withdraw consent to telemedicine and request an in-person consultation at any time without penalty to your care.

Cash-Only Practice & Insurance Disclaimer

All services provided through UPC Regenerative Medicine are on a cash-pay basis only. We do not bill, accept assignment from, or submit claims to any private health insurance, Medicare, Medi-Cal, or any other government-sponsored or federally funded health plan for the services offered at this clinic. Payment is due in full at the time of service.

Notice to patients enrolled in Medicare, Medi-Cal, Medicaid, or other government health programs: The regenerative medicine services offered at this clinic — including but not limited to PRP/PRF injections, ketamine infusion therapy, low dose naltrexone, therapeutic botulinum toxin for pain, and red light therapy — are not covered benefits under Medicare, Medi-Cal, or any other government-sponsored health plan. By scheduling and attending a consultation or treatment, you acknowledge that you are paying entirely out-of-pocket and that no claim will be submitted to any government health program on your behalf for these services. If you are a Medicare or Medi-Cal beneficiary, you have the right to seek covered services through a participating provider. You are not required to use our clinic and are free to seek care elsewhere at no penalty.

The initial telemedicine consultation fee of $95 is due at the time of booking and is non-refundable if you cancel within 24 hours of your scheduled appointment or do not attend. If you proceed with a regenerative medicine service, the $95 consultation fee is credited in full toward that service. Out-of-pocket costs for all services are disclosed in full before any treatment is initiated. HSA and FSA cards may be accepted — please inquire at the time of booking.

HIPAA Notice of Privacy Practices

UPC Regenerative Medicine / University Pain Consultants is a HIPAA-covered entity. We maintain a Notice of Privacy Practices (NPP) describing how we may use and disclose your protected health information. A copy of our NPP is available upon request by calling (951) 784-7111 or visiting our office. Our telemedicine platform (doxy.me) and scheduling platform (Acuity Scheduling) each operate under a signed Business Associate Agreement (BAA) with our practice, as required by 45 C.F.R. §§ 164.502(e) and 164.504(e). All patient health information is handled in accordance with applicable federal and California state privacy laws, including HIPAA, HITECH, and the California Consumer Privacy Act (CCPA) as applicable.

California Licensure Requirement — You Must Be in California

IMPORTANT: You must be physically located within the state of California at the time of your telemedicine consultation. Our physician holds a valid, unrestricted California medical license and is authorized to practice medicine only within the state of California. The practice of medicine occurs where the patient is located at the time of the telemedicine visit — not where the physician is located. Conducting a medical consultation with a patient located outside California would constitute the unauthorized practice of medicine in another state and is prohibited by law.

By booking and attending a telemedicine consultation with UPC Regenerative Medicine, you confirm and attest that you are physically present within the state of California at the time of the visit. If you are traveling, living out-of-state, or otherwise located outside California at your scheduled appointment time, you must notify our office in advance so that your appointment can be rescheduled. Appointments conducted while the patient is located outside California will be terminated and may not be rescheduled without additional verification.

These requirements are in compliance with California Business and Professions Code §§ 2290.5 (Telehealth), the California Medical Practice Act, and applicable California Medical Board regulations governing cross-border telemedicine.
